They said it would happen across the country, but when it was time to sign up for benefits for the new year, many people were surprised by a dramatic increase in health insurance costs. It's estimated that health care costs for 2003 increased 15 percent from the year before and it's expected to continue going up-perhaps doubling in the next five years.
